【教育部新規範】遠距課程應提供完整字幕內容 【New MOE Regulation】Online Courses Must Provide Captions

依據教育部於114年11月28日發布之公文,為保障聽障學生之平等受教權,開設遠距數位課程(含同步及非同步)之多元授課形式,

應提供完整字幕內容或建置合理之資源配套措施以落實保障聽障學生獲得平等受教權。

相關措施須自115學年度起全面落實,並將納入教育部各項獎補助經費核配之參考依據。

 

為協助教師因應相關規範,本中心特整理同步與非同步課程之「字幕製作與翻譯工具應用指南」

提供教師於課程設計與教學實施時參考運用,以提升課程教學品質。

 

本指南整理了幾種常見的字幕與翻譯製作方式,教師可依課程型態是否需要翻譯功能,選擇合適的工具!

According to a notice issued by the Ministry of Education on November 28, 2025, online and distance courses (including both synchronous and asynchronous formats) are required to provide complete captions or appropriate supporting measures to ensure equal learning access for students with hearing impairments.

These measures will be fully implemented starting from the 2026 academic year and will be considered in the allocation of MOE grants and subsidies.

To assist instructors in meeting these requirements, the Teaching and Learning Development Center has prepared a Guide to Subtitle and Translation Tools for Online Courses. The guide introduces several common methods for generating captions and translations, allowing instructors to select appropriate tools based on their course format and whether translation is needed.
